The welfare industry is currently in the process of development of new
products. It is expected that the new product will help to generate more
employment as well as bigger market. But one of the major constraints
for a vibrant welfare products business is the user's adaptability and
an efficient distribution network system. In order to support the growth
of welfare industry it need help both in technical and social terms. In
this paper, we explain the different stages of development process taking
portable color discrimination system as a typical case.
